Public Order Issued for Maintaining a Register of Cyber Café Visitors and Browsers

Anand, Tuesday: Anand’s Additional District Magistrate, Ruturaj Desai, has issued an order requiring cyber café owners, operators, and staff in the district to maintain a register of all visitors and browsers using their services.
As per this order, cyber café owners and operators must collect necessary details from every visitor and maintain a prescribed register. This register must include the computer number, name, address, age, gender, mobile number, email address, signature, entry and exit times, photo identification details, and the issuing authority of the identification document. These records must be properly maintained and presented upon request by the District Magistrate, Superintendent of Police, Additional District Magistrate, Sub-Divisional Magistrate, Executive Magistrate, or any authorized officer.
Furthermore, cyber café owners or their authorized employees must verify and record necessary proof before allowing any visitor to use the internet. Visitors who fail to provide valid photo identification must not be allowed to access the internet. Additionally, a webcam photo of every visitor must be taken and stored on the café’s computer hard disk, which must be made available for inspection by the relevant authorities. If a visitor refuses to comply, they must not be allowed to use the cyber café’s internet services.
All computers in the cyber café must be equipped with security software to prevent access to obscene websites, terrorist activities, or any objectionable content. Café owners must also maintain records of their Internet Service Provider (ISP) certification, IP address, bandwidth details, and any additional services provided by the ISP, such as video conferencing or IP telephony. Additionally, they must keep records related to storage media/hardware identification and maintain backups of browser history, internet cookies, modem logs, download logs, proxy logs, and network software logs. These records must be presented upon request by the appropriate authorities.
As per the order, cyber cafés are permitted to operate only between 8:00 AM and 10:00 PM. This directive will remain in effect until September 8, 2025, and any violation of this order will lead to legal consequences.
